Is fan-subbing illegal?

I notice that anime that is fansubbed is sometimes removed from file-sharing networks. Is it illegal or something?

I asked this question some time ago, and this is what I think of the matter. The fact that people are putting subs in the anime is not illegal at all. Just distributing them is illegal, apparently there are "international copyright laws" that say we can't download them. The anime already gets translated and sent to the US but it takes a long time. Not to mention that the subbing quality is very poor. One of the reasons that fan-subbing is better is because there is a better understanding of Japanese culture.
